The campaign to introduce a mandatory pro-bono element into solicitors' training as part of the Legal Services bill has been ruled out by the Scottish Government, due to the extent of consultation that would be required.
The campaign, backed by The Firm in principle, had been initiated by Morison's Raymond Mclellan.
"Such a change would require extensive consideration and consultation. We agree, and, therefore, it would not be possible to legislate for such matters by way of amendment to the Legal Services (Scotland) Bill," the Scottish Government said in a letter to Mclennan.
"The Bill was introduced into Parliament in September 2009, and has just completed Stage 2, so, unfortunately, there is not sufficient time to now consult and consider a further significant amendment before the Bill has completed its passage through Parliament."
